Can you just grout over the old grout?

No, and anyone offering to should be shown the door. New grout needs depth to bond to. Skimmed over the old, it cracks out in months and you pay twice.

The silicone goes black again within months. Why?

Damp air with nowhere to go, which near the river is common. Replacing the silicone fixes the look; without decent extraction it comes back. We will say so rather than take the money twice.

Is it worth it or should I retile?

If the tiles are sound and you do not hate them, regrout and reseal every time - it is a day's work against a week and a fraction of the cost. If tiles are loose or the layout is wrong, retile.
